How do you change the frame rate? I know that in the file that I found, it looks like ol' Abe is having a seizure.

Start with Irfanview - Options, Extract All Frames. (your image had 42 frames!)
I then used UnFREEz to reassemble the separate images back into a single file, testing different frame rates until the animation seemed correct. In this case, 10 cs (1/10th) per frame looked about right. It took about one minute to do all that.
