This suspension makes perfect sense when you consider the completely twisted logic of the senior management that this league operates under. Namely, that fighting and the associated goonery are part of the game, but they still allegedly care about player safety.
As others have said, and the Rangers themselves imply with that statement, the suspension to Hagelin is harsh, but understandable in that they are really trying to get those head shots out of the game. I also agree with considering the extent of the injury in whatever rubric they are using to determine suspensions. It's just impossible to reconcile that with only giving Carkner one game.

How does Carkner get one game for repeatedly punching Brian Boyle before he could defend himself -- Carkner played 29 games this season, with three points -- and Hagelin gets three? I was fine with Hagelin's suspension, until I saw Carkner's. That's atrocious. Hagelin was penalized because Alfredsson is a vulnerable player, whereas Boyle's ability to take punches to the face seems like it worked against him. Ugh.
This is how things like what happened in Philly today happen again. The players lose faith in the refs and the league doesn't do the right thing. I think that if the Rangers jump out to a nice lead again tomorrow and Chris Neil starts lining people up again, Bickel or Rupp is going to Kobra Kai him.

Since we have a precedent set now, forget John Scott, let's just re-call Avery. We can fish his skates out of the river.
All we need to do is sit him down in the locker room and not say a word. We just show him pictures of 4 different Senators...Spezza, Karlsson, Foligno, and Alfredsson. That way the coaching staff is not directly saying anything in terms of gooning it up. But he then can get the implied message.
He can go out there in his first shift, and hunt one of them down, preferably Spezza. Then we're assured the ref will just watch on as some Senator goes to interject and interfere in pull Avery off his helpless teammate, thus leading to his departure from the game as well for being a 3rd man in.
Avery will subsequently be suspended for 1 game, so we can employ this tactic again in Game 5.
Hey , if you can't beat them, join them right?
I'm joking.......I think.
